Over the weekend, the MLB Players Association sent a proposal to the owners and MLB, which included deferred money and a 114 game season, with an end date of October 31st.

It was the first positive communication between the two since the owners sent a proposal that was shut down last week.

Is either side at fault for not agreeing to a deal yet?
